The South West London Integrated Care Board (SWL ICB) is pleased to announce the appointment of three new Non-Executive Members (NEMs) and two Associate Non-Executive Members (ANEMs), bringing a wealth of expertise to the Board’s work.
The newly appointed NEMs are Dr Anne Rainsberry CBE, Jamal Butt, and Dr Masood Ahmed, alongside Associate Non-Executive Members Bob Alexander and Omar Daniel. Each member brings valuable experience across health, finance, and digital transformation, strengthening the SWL ICB’s commitment to delivering high-quality, integrated care for our communities.
About Our New Board Members
Dr Anne Rainsberry CBE
Dr Anne Rainsberry CBE has over three decades of experience in the NHS, previously serving as London Regional Director at NHS England and Chief Executive of NHS NW London. Currently a Non-Executive Director at the London Ambulance Service, she was previously a managing partner at Carnall Farrar, leading consultancy projects in healthcare and life sciences. Anne will chair the ICB’s People Board and the Remuneration and Nominations Committee.
Jamal Butt
Jamal Butt, a qualified pharmacist, brings more than 25 years of leadership in healthcare transformation and digital innovation. As an Entrepreneur in Residence at Cambridge University, supporting Deep Tech life science start-ups, and a venture partner at Plutus Investment Group, Jamal has previously held executive roles at MedAdvisor UK, Boots UK, and LloydsPharmacy UK. He will act as vice chair of the ICB and chair the Finance and Planning Committee.
Dr Masood Ahmed
Born at St Helier Hospital and raised in Morden, Dr Masood Ahmed has dedicated over 25 years to NHS leadership, specialising in workforce and digital transformation. He has served as Global Medical Director at Dell and Chief Medical Officer for NHS Black Country CCG. Masood will chair the ICB’s Quality and Performance Oversight Committee.
Bob Alexander (ANEM)
Bob Alexander, an ANEM, brings extensive experience in finance and governance. His roles include Vice Chair at Imperial College Healthcare NHS Trust and Non-Executive Member at London North West University Hospital NHS Trust, London Ambulance Service NHS Trust, and Community Health Partnerships Ltd.
Omar Daniel (ANEM)
Omar Daniel, also an ANEM, is a health-tech entrepreneur and venture capital investor who grew up in New Malden after arriving in the UK as a refugee from Iraq. He brings first-hand experience building and scaling productivity-focused innovation across the NHS. He recently launched the UK’s first Primary Care Innovation Accelerator, embedded within a leading GP super-partnership, to test and scale innovation across the UK.

Looking Ahead
These new members join Martin Spencer, who will continue to chair the Audit and Risk Committee, ensuring continuity in this critical area. We also thank Dick Sorabji, who stepped down as a NEM in June 2024 to become Vice Chair of Central London Community Healthcare NHS Trust; Mercy Jayasingham, who concluded her term at the end of December 2024; and Ruth Bailey, who ended her term earlier last year.
